Step 1. Select a circle size r
Step 2. Cover a region of interest with a grid spaced 0.2*r
Step 3. Retrieve data for each circle and test for unusualness of the result
Step 4. If significant compute the unexpected excess
Step 5. Repeat Steps 1 to 3 for a range of circle sizes
Step 6. Form a smoothed density surface of the excess incidence
