Would use up-to-date data AND the best available classifiers
(1) have mechanisms for experimenting with multiple different systems
(2) search to find the BEST solution for each SPECIFIC application
(3) self-checking that the system is safe to use
(4) incorporate EXPLICIT neighborhood effects
