• Two ways of applying this method

• (1) As a Measure of Confidentiality Risks

  • Use all tables as a match key and identify the total number of uniques

• (2) As a Measure of Disclosure Risks

  • Use only some tables as match keys and attempt to correctly identify persons in one or more other tables
