Highlighted some problems associated with Small Area Cell Adjustment Measures (SCAMs)

SCAMs adjusted values of 1 and 2, to 0 and 3 for all 2001 UK Population Census tables except some Scottish tables.

SCAMs tends to result in lower totals at higher spatial resolution because it is more likely that values of 1 than values of 2 are in these tables and these are more likely to be rounded down to 0 than rounded up to 3.
